What is the site structure?

The site looks like it might be a frameset type of page. However after viewing the html coding it shows that it is not a frameset type of page. The page is just one page that has been split up by tables.

Across the top it has a header with navigation that looks like it might have been a frame and then down the left side it shows a a list of menus. The page has a similar layout as other pages making it a popular style and easy to use.
